Fortunately this sort of behaviour is very rare, Lisa, and it was from just the one member.
Yes, votes of thanks are a big part of public speaking in the UK, in fact there have been very few of my 800-plus speaking engagements where I have not received one afterwards. Schools' public speaking competitions here often involve teams of three contestants: the first introducing the speaker, the second delivering the speech and the third giving the vote of thanks.
